A federal health official says a nationwide injunction on new Trump administration rules that allowed more employers to opt out of providing women with no-cost birth control will force Americans to "violate" their consciences.

The South Bend Tribune reports the lawsuit was filed Tuesday in U.S. District Court for Northern Indiana. In addition to Notre Dame's abortion policies, it challenges the Trump administration's interim rules allowing universities to disregard a requirement of the Affordable Care Act that health plans cover birth control for women without out-of-pocket costs.

The Journal Gazette reports that federal Judge Jon E. DiGuilio in South Bend issued a permanent injunction Monday sought by Grace College and Seminary. The ruling stops the enforcement of a portion of the law related to providing contraception, abortion-inducing drugs and sterilization through student and employee health insurance plans.

The Trump administration issued a ruling that expands the entities which can exempt themselves from the contraception mandate in the Affordable Care Act. A federal judge in Boston Monday threw out a lawsuit by Massachusetts' attorney general that attempted to block the Trump administration's rules expanding exemptions from ObamaCare's birth control mandate. U.S. District Judge Nathaniel Gorton said Massachusetts lacked standing to sue and noted that "the record is uniquely obscure" regarding whether employers in the state would take advantage of the exemptions. In a statement, Massachusetts Attorney General Maura Healey said that she was disappointed in the decision but remained committed to ensuring "affordable and reliable reproductive health care for women." ObamaCare originally required most companies to cover birth control at no additional cost, though it included exemptions for religious organizations.

A federal judge has tossed the Massachusetts attorney general's lawsuit against President Donald Trump's administration over rules allowing more employers to opt out of providing no-cost birth control to women.

In December, Oakland-based U.S. District Judge Haywood Gilliam blocked the changes to President Barack Obama's health care law. The judge said the Trump administration failed to give the notice and comment period required before implementing the changes.

The contraception mandate was implemented as part of the 2010 Affordable Care Act, former Democratic President Barack Obama's signature healthcare legislation, popularly known as Obamacare. Republicans, who control the U.S. House of Representatives, Senate and White House, have so far failed to repeal the law, a top presidential campaign promise of Trump.
